The project supports the RGoB s efforts to reduce rural poverty, food insecurity, and high levels of malnutrition increase resilience to climate change through climate smart agricultural productivity enhancement for food security and nutrition, and increasing farmer s access to local and export markets. The project seeks to address multiple problems faced byfarmers and rural households through a set of integrated, consolidated, area-specific interventions that respond to local constraints, potentials and opportunities. The project will reach out to 10,400 farmer households and will facilitate the formation and strengthening of 300 new and existing Farmer Groups (FGs) om 24 geogs across 5 dzongkags. Additionally, Additionally, through improved homegrown school feeding programs, the project will target 3,000 school children in 16 schools located in 11 gewogs in 4 dzongkhags. The second approved workplan of the project covering the period July 1, 2018 - June 30, 2019 has been completed. For this workplan, 84% of the approved budget was spent, specifically 72% for component 1 (strengthening farmers and producer groups), 86% for component 2 (enhancing productivity), 46% for component 3 (enhancing access to markets), and 102% for component 4 (project management). For the third workplan covering the period 2019 - 2020, 4% has been spent of the total approved budget as of September 30, 2019. The four irrigations schemes are (i) Thareykhola Irrigation Channel, Norbhugang Gewog, Samtse Dzongkhag – 648 acres (ii) Birkhola Irrigation Channel, Dophuchen Gewog, Samtse Dzongkhag – 50 acres (iii) Laringkhola Irrigation Channel, Gakiling Gewog, Sarpang Dzongkhag – 310 acres and (iv) Rateykhola Irrigation Channel, Dekiling Gewog, Sarpang Dzongkhag – 338 acres. The total command area for service by the four irrigation schemes is 1,346 acres (561 ha). Of these four, Birkhola and Rateykhola have been completed on time. In Birkhola, the water has reached the command area, while in Rateykhola a distribution network still needs to be put in place to reach the farmers. In Laringkhola, after the first trial-release of water, some further corrections to the construction of the intake have been identified. In Tharaykhola, the heavy monsoon lead to a temporary suspension in construction, which will resume in October 2019. Despite delays in some of the irrigation schemes, the beneficiaries have been positioned to benefit from the schemes. In addition to the four water users associations (WUAs) which correspond to each of the irrigation sites, about another 70 groups have been formed or strengthened, and include another 4 WUAs, agriculture and production marketing groups, and electric fencing groups. Market linkages have also been formed with 9 farmer groups and cooperatives linked to schools and colleges. All project districts have also finalized the sites and begun acquisition for the famer shops (i.e. famers' sales outlets), and construction is expected under the ongoing third workplan.
