This would be achieved by strengthening existing institutional frameworks for climate change adaptation, and by the demonstration of cost-effective adaptation strategies in agriculture and natural Page 1 of 6 The World Bank Report No: ISR11475 resources management. Good progress has been made during the past six months in implementing the pilot activities. All but one of the consultants have been recruited to assist the implementing agencies, Department of Environment and Natural Resources and the Department of Agriculture in carrying out the pilots. At the irrigation pilot sites efforts are being made to incorporate climate risk assessment into the design of irrigation infrastructure; the training curriculum at Climate Field Schools has been enhanced to better include climate resilient practices; the development of the Climate-Smart Decision Support System at the International Rice Research Institute (IRRI) to help farmers make more informed decisions Public Disclosure Copy during the crop calendar is underway; the weather index based insurance pilots are advanced; and vulnerability and adaptation assessments continue to be undertaken for ecosystem based adaptation in two watershed areas. These activities are underpinned by the progress being made by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) in the provision of climate change data. Despite these positive trends implementation continues to be behind schedule due to the late start and more recently, slow disbursement of funds to implementing units. Measures to resolve this issue have now been put into place and with close attention from management the expectation is for an acceleration in the pace of implementation over the next six months.
