No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING 1. The recipient-executed Trust Fund for Statistical Capacity Building (TFSCB - TF0A4794) - Benin Statistical Capacity Building Project (P154314) was approved on March 31, 2017 and became effective on April 7, 2017. The project performance ratings for achievement of the development objective and implementation progress are both Moderately Satisfactory in the most recent ISR. Overall, the project disbursement rate is 26%. This is the first request to extend the project closing date to allow completion of the remaining activities to achieve the PDO. There are no outstanding project audits and the project is not subject to suspension of disbursement. 2. The main objective of the grant is to strengthen the capacity of the National Statistical System (NSS) to implement the National Strategy for Development of Statistics (NSDS2) through the production of better, more accessible and relevant statistics. 3. Despite the low disbursement rate and some project implementation difficulties, the following activities were achieved: (a) Training of students in statistics. Initially, two cohorts were planned, due to some administrative and logistics difficulties, only one cohort is being trained during two academic years. The second and final academic year is ongoing and is expected to end in October 2019. It is worth to precise that the degree earned by students at the end of the two years of training is of upper level compared to what was proposed initially in the Project Document and better aligns with the demand in the national statistical system (NSS). (b) Two statistical capacity building trainings on "Poverty Measuring and Analysis and Adept Software" and the training on Poverty mapping using PovMap software have been delivered by the World Bank The World Bank Benin Statistical Capacity Building (P154314) Poverty Specialist and project TTL. Up to 50 staff members of the NSS benefited from these trainings and highly valuated them. They produced thematic pamphlets on poverty following the training. (c) The data to produce the agricultural price index have been regularly collected and data analysis and report preparation is ongoing. (d) Data dissemination and statistical culture improvement were completed: The project financed several activities, including NSO staff study tour on NADA in Lome (Togo). NADA website was updated, open data workshop took place to fill information on metadata and microdata for several surveys. Finally, the celebration of the twenty-eighth (28th) African Statistics Day (ASD) on the theme “High quality official statistics to ensure Transparency, good governance and inclusive development”, which included a dissemination workshop, offered the opportunity to the NSO and the whole NSS to release and disseminate the results of several surveys and studies. Among others, the following presentations were delivered: (i) Adhesion to the Data Dissemination Special Standards: Quality approach and good governance. (ii) African Statistics Law: Reforms of the NSS Legal and Institutional framework. (iii) Dynamics of household living conditions in Benin (iv) National Census of Agriculture (RNA): Issues and Challenges (v) New architectural framework to collecting living conditions of households. (vi) Survey-to-survey imputation method: Implication on the new household surveys system. II. DESCRIPTION OF PROPOSED CHANGES 4. The proposed Level 2 restructuring is to extend the closing date of the project for 12 months from February 28, 2019 to February 28, 2020. The proposed request for closing date extension will enable the project to fully implement all planned activities based on the revised action plan. 5. The need for extension of the closing date came from several technical and logistical difficulties within NSO. Some of the major difficulties are as follows: (i) high mobility of the NSO staff in the departments in charge to carry out the project activities. (ii) high mobility of NSO staff involved in the training of the students in statistics, leading to an extension of training duration. (iii) overlap of project activities with that of other NSO activities resulting delay in the implementation of the project activities. (iv) overlapping of activities at the level of the NSO technical directorates leading to unavailability of managers. (v) non-availability of the NSO procurement plan for the year 2018. The World Bank Benin Statistical Capacity Building (P154314) (vi) lack of knowledge of the World Bank procedures (mainly procurement using STEP and financial management) by the NSO project team. 6. There is no change in PDO. NSO has prepared an updated action plan that is acceptable to the Bank with a revised implementation schedule to reshape the remaining activities and to replace the administrative staff (procurement and financial management specialists) by qualified staff. 7. Some activities are removed, such as, the elaboration of a 2011 base year Social Accounts Matrix (SAM), because the NSO is leading a GDP rebasing process, and that the WAEMU has supported another initiative of a more recent SAM (2013 as base year) and some training activities (i.e., training of NSO staff and NGOs and media) are cancelled. 8. Some of the major activities to be implemented in the project duration are: training of students in statistics - the second academic year will allow to the 25 students to complete their training program and receive their degree; training workshop of the NSO staff members on “Theory of Change” (ToC) - this training particularly requested by the new management of the NSO will put into place the pillars for another way to do the job in the Institute; poverty mapping - a survey on households’ characteristics will serve as a mini census and will help to produce poverty proxy at a lower administrative level based on the poverty mapping methodology using the new WAEMU harmonized household survey. The advantage of this work will help Benin to comply with is tradition to produce poverty number at the commune administrative level in compliance to the decentralization politics requirements, as it was concluded between the Bank the Benin authorities during the WAEMU household survey implementation process; equipment purchasing- some basic office support equipment will be purchased to support the functioning of the training center; and administrative coordination and audit - The project management will be proactive will reports on weekly base and an audit will done after completion.
