OVERVIEW OF MIDP-AF PROGRESS TO DATE: Progress towards achievement of PDO is satisfactory. The MIDP-AF in the amount of IDA Grant of SDR 7.7 million (US$11.85 million equivalent) was approved by the Board of Page 1 of 12 The World Bank Report No: ISR10500 Executive Directors on May 8, 2012 and was declared effective by IDA on September 5, 2012. The disbursed balance of the grant as of April 19, 2013 is USD 2.169 million (SDR 1.44 million), i.e. approximately 18.71% of total funding. The issue of the lapsed loans (grants) in the Tajikistan portfolio has been resolved and the Disbursement Letter was updated to allow disbursement through Designated Accounts improving pace of the project implementation. Public Disclosure Copy Given the dire sanitation needs in Farkhor the Mission also discussed with the KMK the possibility of applying for Japanese Social Development Fund grant (JSDF) to support the development of on-site sanitation solutions for apartment blocks and for disposal of gray water, a concern raised by the Mayor of Farkhor. The KMK intends to submit a formal request to IDA by the end of May 2013. OVERVIEW OF PREPARATIONS FOR PROPOSED CSDFP: The key counterparts of the proposed project are the Ministry of Economic Development and Trade (MoEDT) and KMK. It was agreed that the current PMU for MIDP-AF will initially support the preparation of the CSDFP, starting with the municipal sector strategy and development of the detail design for the Communal Services Development Fund. To oversee the project preparations, CSDF Steering Committee representing various government stakeholders is advised to be formed. The Steering Committee will likely consist of representatives from the Ministry of Economic Development and Trade, the Ministry of Finance, KMK, the State Investment Committee, and other relevant ministries/stakeholders. KMK through the PMU is identified as the implementing entity for the ECA Capacity Development Trust Fund grant, as per KMK November 2012 request letter. The Grant has been recently approved by the committee consisting of representatives from both the Russian Government (donor of this trust fund) and the World Bank. The Grant Agreement will be sent for KMK's review and subsequent signing by the end of May 2013.
