Despite the ongoing challenges that the Ministry of Education (MOE) is facing – in particular those stemming from the impact of the Syrian conflict - the project has achieved notable progress since the May 2014 mission. Recent highights include: (i) the implementation of a competitive selection of teachers in collaboration with the Service Bureau, which is a major breakthrough in the implementation of the ERfKE-led Teacher Policy Framework; (ii) the selection by the MOE of Groups 1 to 5 for the School and Directorate Development Program (SDDP) and the important progress in the development of an accountability framework; (iii) the continued progress in operationalizing the Open EMIS, fully owned by the MOE and in revising and updating the list of Key Performance Indicators (KPIs); (iv) the progress made in the reorganization of the structure of the MOE which has so far resulted in the rationalization of administrative units and an increase of teachers returning to their schools; (v) the Early Childhood Development (ECD) subcomponent has seen the accomplishment of the ERfKE target of 60 percent enrolment in Kindergarten (KG) 2 and the surpassing of the target of 75 percent of KG classrooms meeting the quality standards; and (vi) the reforms introduced in the administration of the Tawjihi, which have resulted in important efficiency savings. While the overall progress of ERfKE II is positive, the World Bank loan - 94 percent of which is allocated to civil works - has nevertheless experienced a slowdown in disbursement, mostly due to procurement issues, heavy workload at the Ministry of Public Works and Housing (MOPWH) and lack of coordination between them and the MOE in taking prompt actions to resolve issues with school construction. Less than one year before the project closing date (December 31, 2015), the loan disbursement rate is only at 56 percent. Two new schools are still under the design phase and will not be completed by project closing. The choice for an extension lies with the Government and it is critical that a decision be made before the two schools can be tendered.
