Major works and technical assistance contracts are committed and are under implementation, although most are running behind the original schedules. Headworks for the lower Nzoia irrigation scheme (including diversion weir, spillway, sand trap, and culverts) are substantially completed. However, progress on the main irrigation canal, secondary canals, and flood protection dykes remains slow due to delays in land acquisition. Rehabilitation works for the existing Bunyala irrigation scheme are still at the design stage. Nonetheless, agricultural development activities have commenced on existing demonstration plots, and farmer groups are receiving training and other support to increase productivity. Institutional strengthening activities remain on track. Key institutions charged with the responsibility for managing Kenya’s water resources, providing water services and building climate resilience, are receiving much needed technical assistance, training, tools and systems necessary for them to become effective in their roles. The Water Resources Authority (WRA) has, for the first time, developed river basin plans for the six major river basins in the country. The planning process followed a well-structured stakeholder participation process supported by state-of-the-art decision-support tools, an improved water resources knowledge base and revamped water resources information systems. The plans are expected to help change the current fragmented approach to investments, to a more coordinated and holistic approach based on a shared diagnosis and vision for sustainable development in each river basin. A draft sector investment framework and initial investment pipeline has been developed and is currently under review by stakeholders. Existing community-based watershed management structures (water resources user associations or WRUAs) are receiving technical assistance and training on catchment management. A total of 87 sub-catchment management plans have been developed/updated to guide the implementation of sustainable land and water management interventions in selected priority watersheds across the country. Within the River Nzoia watershed, limited project support has been provided to five WRUAs to implement their catchment management plans in partnership with WRA. In addition, the existing lower Nzoia flood forecasting and early warning system has been upgraded with better information and analytical tools to mitigate the impact of floods on communities. The monitoring infrastructure has been upgraded through the supply and installation of 17 hydromet stations, improved real-time data transmission to base stations and servers, and improved flood analysis and mapping. Staff from both WRA and the Kenya Meteorological Department have been trained in operating the upgraded system. On the water services side, activities to improve service delivery in Mombasa are gaining momentum under the leadership of a new management team and Board of Directors at Mombasa Water Supply and Sanitation Company (MOWASSCO). The new management team is taking steps to address utility inefficiencies with a focus on reducing revenue losses, controlling physical losses and rationalizing staffing. In addition, satisfactory progress has been achieved on the water distribution network infrastructure. Network improvement works in Mombasa-Likoni are completed, while similar works for Mombasa North Mainland have been prepared and are ready for tender. The latest performance data from the Water Services Regulatory Board (Impact Report Issue No. 11, June 2019) suggests that MOWASSCO’s efforts are starting to show some results. Non-revenue water is currently reported at 48 percent, and although this is still a high level of losses, it is a slight improvement from the 2015 baseline value of 61 percent. At the national level, implementation of the sector reform and transition plan is progressing well. A draft national water policy has been prepared and is currently under Cabinet review. Organizational studies for four sector agencies (WRA, WASREB, National Water Harvesting and Storage Authority, and Water Sector Trust Fund) have been completed and approved by the respective boards. Criteria for establishing Water Works Development Agencies (WWDAs) was approved by Cabinet and gazetted, and several WWDAs have been established. Institutional studies on bulk water management for coastal counties are underway, and a Joint Committee of national and county stakeholders has been established to spearhead reform of the bulk water management system for the coastal counties.
